The asylum system in Switzerland
The asylum application initiates the asylum procedure, during which applicants are granted a residence permit (N Permit). At the end of the asylum procedure, the decision can be positive or negative.
If the decision is negative, the person is either sent back to a European country through which they transited (Dublin), or returned to their country of origin. If the decision is negative, the person may appeal to the Federal Administrative Court.
If the decision is positive, either the person is recognized as personally persecuted, is qualified as a refugee and is granted asylum (B Permit refugee), or the person is not recognized as a refugee, but his or her return to his or her country of origin is declared unlawful and/or ineligible and/or impossible, and he or she is therefore granted "provisional admission" (F Permit). It is also possible for a person to be recognized as a refugee, but to be refused asylum on certain grounds (F Permit refugee). Finally, if the person is Ukrainian or had a residence permit in Ukraine, he or she will be granted a special provisional status (S Permit).
Swiss residency status is irrelevant to enrolment at the University of Fribourg (undocumented, N Permit, F Permit, B Permit). What is important is that the student speaks French or German, meets the admission requirements of the University and Faculty in his/her field of study, and can afford the course.
